Meet Our Executive Leadership Team

Dr. Christopher Lege, Interim Chief Executive Officer (CEO), Chief Medical Officer (CMO) Dr. Christopher Lege

Dr. Christopher Lege currently serves as Touro’s Interim Chief Executive Officer, as well as Chief Medical Officer for the hospital. Dr. Lege has practiced Internal Medicine at Touro for 20 years. After earning his medical degree from Louisiana State University School of Medicine in New Orleans, Dr. Lege completed his residency at Tulane Medical Center. Before serving as Chief Medical Officer for Touro, he served as Primary Care Medical Director and Chief Medical Officer for Crescent City Physicians, as well as Physician Chair of LCMC Health's Primary Care Service line. As Touro’s Chief Medical Officer, Dr. Lege serves as the liaison to the medical staff and the Medical Executive Committee. He also has leadership over hospital quality, case management, medical staff office and peer review, graduate medical education, and continuing medical education.

Stephen Baldwin, Chief Operating Officer (COO) Stephen Baldwin

Stephen oversees multiple departments including Radiology, Pharmacy, Laboratory, the Imaging Center, and the Ambulatory Surgical Center. He came to Touro Infirmary after spending 14 years working at Tulane Medical Center/LCMC Health, including the last nine years in senior management roles. Most recently at Tulane, Stephen held the position of Senior Vice President of Clinic Operations. He has also held previous positions over hospital operations and the cancer program. Additionally, Stephen worked to rebuild Tulane after heavy flooding from Hurricane Katrina. He holds a Bachelor of Science in Finance from LSU and a Masters in Health Administration from Tulane University.

Patricia Rosenberg, RN, MSN, Chief Nursing Officer Patricia Rosenberg

Patricia Rosenberg, RN, MSN, is an accomplished Chief Nursing Officer with more than 20 years of executive healthcare leadership experience. Serving on the executive teams at hospitals and health systems across the country, Patricia has achieved continuous quality improvement, implementation of evidenced based nursing research and practice standards. Before joining Touro, Patricia served as Chief Nursing Officer for two Florida-based hospitals within Tenet Healthcare, Palm Beach Gardens Medical Center and Florida Medical Center. Patricia earned her Bachelor of Science in Nursing from Michigan State University and her Master of Science in Nursing from Wayne State University in Michigan. Patricia has received numerous recognitions and accolades from Healthcare Organizations, including national recognition from Becker’s Hospital Review as one of the Top 68 African American Leaders in Healthcare in 2019.

Jay Pennisson, Chief Financial Officer (CFO) Jay Pennisson

Jay joins us as an accomplished healthcare executive with more than 20 years of experience in financial oversight of healthcare systems and facilities across the country. He most recently served as Group Chief Financial Officer for Brookwood Baptist Health System and Chief Financial Officer of Brookwood Baptist Medical Center in Birmingham, Alabama. In his previous roles, Jay was responsible for leading strategic financial planning and implementing revenue cycle related initiatives to improve the financial performance of multiple organizations. Jay earned his Master of Business Administration from Tulane University, A. B. Freeman School of Business and a Bachelor of Science degree in Accounting from Louisiana State University. He is an active member of Healthcare Financial Management Association and is a Certified Healthcare Financial Professional honored by the Healthcare Financial Management Association.

Gretchen Penton, Vice President of Crescent City Physicians, Inc. Gretchen Penton

As Vice President, Gretchen provides executive leadership and operational expertise to Crescent City Physicians, Inc., a subsidiary of Touro Infirmary. Crescent City Physicians has over 150 employed providers representing a wide variety of specialties. Gretchen has served in various administrative positions within multiple hospitals and practices throughout Louisiana, Florida and Texas. Gretchen’s extensive background includes physician contracting, strategic planning and business development. Gretchen brings expertise to Touro through her extensive experience in the growth of service lines along with developing and maintaining strong physician relationships. Gretchen earned her Master’s in Business Administration from Dallas Baptist University and is a member of the American College of Healthcare Executives.

Troy Bond, Associate Vice President, Human Resources Troy Bond

Troy is a New Orleans native and Louisiana Tech University graduate, earning his Bachelor of Science and Master of Business Administration. He has decades of experience in Healthcare Human Resources, serving in various positions and working with nineteen hospitals in five states. Troy worked for sixteen years with Tenet Healthcare in New Orleans before moving to hospitals in North Carolina and Atlanta for ten years. Troy joined the LCMC Health family in 2014 as the Vice President of Human Resources for University Medical Center before moving to Talent Management for LCMC Health.

My 'little something extra' is: I bring a great attitude everyday
